DOJ announces new counter-Violent Extremism programs – cue MPAC

It’s probably not a coincidence that the DOJ announcement comes within a week of MPAC’s new campaign push for Safe Spaces and the American Muslims United Against Violent Extremism: Press Conference

In a video message posted on the U.S. Department of Justice (DOJ) website, Attorney General Eric Holder announced that the DOJ is joining with the White House, the Department of Homeland Security, and the National Counterterrorism Center to ” launch a new series of pilot programs in cities across the nation to help counter violent extremism.”   According to Holder, ” These programs will bring together community representatives, public safety officials, religious leaders, and United States Attorneys to improve local engagement; to counter violent extremism; and — ultimately — to build a broad network of community partnerships to keep our nation safe.”

Susan Jones of CNSNews.com reported:

Holder said the administration “will work closely with community representatives to develop comprehensive local strategies, to raise awareness about important issues, to share information on best practices, and to expand and improve training in every area of the country.”

He noted that since 2012, U.S. attorneys have held or attended more than 1,700 “engagement-related events or meetings to enhance trust and facilitate communication in their neighborhoods and districts.” The new pilot programs will build on that work, he said.

Holder also announced that the White House plans to host a “Countering Violent Extremism” summit in October.

Holder did not mention Islam or Muslims, and he used the phrase “violent extremism” to describe the “urgent” threat that the nation faces.

The U.S. Government’s current efforts to stem terrorist recruitment and so-called “lone wolf” attacks by people receptive to extremist rhetoric have been criticized for being unfocused and underfunded. In addition, many experts have questioned whether U.S. Attorneys—the top federal prosecutors in various communities—are best-suited to lead the government’s anti-extremism campaign.

Many leaders in the Muslim community are reluctant to work with prosecutors because of deep concern over Federal Bureau of Investigation sting operations used to target potential terrorists. However, efforts in the U.S. to use means other than traditional law enforcement to intervene with individuals susceptible to extremist messages have been few, due to concerns about civil liberties as well as fears about what could happen if that kind of intervention failed in a specific case.

Holder’s statement Monday seemed to acknowledge some of those concerns. While the outreach efforts are expected to focus primarily on communities with large Muslim populations, his video message made no reference to the religion aside from his use of the acronym for the terrorist group which has grabbed attention for its brutal tactics assembling territory across Syria and Iraq.


COMMENT/ANALYSIS:  Expect to see many of the names we mentioned in MPAC’s Safe Spaces: the Trojan Horse Continues to be involved with these new programs.  It’s probably not a coincidence that the DOJ announcement comes within a week of  MPAC’s renewed campaign push for Safe Spaces and the ADAMS sponsored American Muslims United Against Violent Extremism: Press Conference.   MPAC and the All Dulles Area Muslim Society (ADAMS) have been tied to elements of the U.S. Muslim Brotherhood.

The Pluralism Project – rewriting history at Harvard

… that Muslims actually discovered America.

The Pluralism Project of Harvard University was started in 1991,with the stated mission, “… to help Americans engage with the realities of religious diversity through research, outreach, and the active dissemination of resources.”  It tends to focus on interfaith and non-Christian religions, featuring a sizeable amount of research and information pertaining to Islam.  A section titled, “The First American Muslims” includes:

The historical roots of Islam in America are complex and contested. Some historians argue that Muslim explorers may have come to this continent long before Christopher Columbus, with the earliest estimates dating to the 12th century. Many contend that Muslims played a vital part in numerous European expeditions to the Americas, both as mapmakers and as guides: Estevancio of Azamor, a Moroccan guide who landed in Florida in 1539, is often cited as the first documented Muslim in America. By the late 1700s, historical records indicate the presence of “Moors” living in South Carolina, many of whom were expelled from their homeland under edict of the Spanish Crown.

It appears the Pluralism Project did not find it very contested.  Its Islam in America timeline shows:

1178 CE Muslims Sail to America
A Chinese source known as the Sung Document records that Muslim sailors journeyed to a land known as Mu-Lan-Pi, which some Muslims identify as the American continent. This document is mentioned in the publication The Khotan Amirs, 1933.

1300s CE African Muslims to the New World
According to some scholars, Abu Bakari, a king of the Muslim state of Mali in West Africa, initiated a series of sea voyages to North America beginning in the early 1300s. About the same time, Mandingo Muslims from Mali and other parts of West Africa are said to have arrived in the Gulf of Mexico and traveled up the Mississippi River to explore the interior of the North American continent.

The listed sources are vague and the authenticity of the Sung Document is in question.   While these claims are repeatedly listed on a number of Islamist websites as “proof” that Muslims actually discovered America, it  is rather odd to have them included in a publication from a mainstream academic research group associated with Harvard.

So why claim Muslim’s discovered America?  It could simply be a pride issue or an attempt to bolster Muslim history.  Research author Frederick William Dame believes the motive is a bit more complex and states in The Muslim Discovery of America:

… this assertion is important for Muslims because in conjunction with the relevant verses from the Koran and quotes from Mohammed it establishes the claim of Muslims that Allah intended America to be Islamic.

Dame’s claim may certainly apply to the material posted by the Pluralism Project.  At the end of the posted timeline is a thank you to Fareed Numan and the American Muslim Council for assistance in compiling it.  The list in it’s original format, was written by Numan in 1992 while he was working as a research analyst for the American Muslim Council.

The American Muslim Council was founded in 1990 by Abdurahman Alamoudi – a leader of the U.S. Muslim Brotherhood.  From the Global Muslim Brotherhood Daily Watch:

The Hudson report goes on to explain how Alamoudi played a role in important U.S. Muslim Brotherhood organizations such as the Muslim Student Association (MSA) and  Islamic Society of North America (ISNA) before going on to form the American Muslim Council (AMC) which would play a leading role in U.S. Brotherhood affairs:

ISNA announced in November 1987 that it had formed is own PAC (ISNA-PAC), with Abdurahman Alamoudi as the “leading force” of the ISNA-PAC. Alamoudi had been the ISNA regional representative for the Washington, DC, metropolitan area (and was previously president of MSA and executive assistant to the president of SAAR). He would later go on to form the American Muslim Council (AMC) with Elkadi’s father-in-law Abu-Saud in July 1990. The AMC was designed to encourage Muslims to become involved in politics and other civic activities. Alamoudi immediately began serving as the group’s director.

The AMC largely disappeared after Alamoudi’s conviction.

Pushing the notion that “Allah intended America to be Islamic” certainly fits within the ideology of the U.S. Muslim Brotherhood (MB) and having a Muslim Brotherhood organization assist in compiling the timeline should raise some questions.     Whether those questions fell on deaf ears, or were even voiced, is another matter.  Harvard University, home to the Pluralism Project, is also home to The Prince Alwaleed Bin Talal Islamic Studies Program (AISP).   The program was established after Harvard received $20 million from the Prince Talal in 2005.  We referred to Prince Talal’s interest in Universities and associations with the Muslim Brotherhood in this report about a new Islamic Studies Center at the University of Florida.


ADDITIONAL COMMENTS:   Alamoudi’s conviction was for illegal finance transactions with Libya and implicated in a plot to kill a Saudi prince.  In 2012, Alamoudi provided sworn testimony that the Muslim American Society (MAS) was created as a branch of the Muslim Brotherhood in America and had also stated, “”Everyone knows that MAS is the Muslim Brotherhood”

Another page of the  Pluralism Project site that drew our attention was Islam in America Post 9/11.   The theme is heavy on Muslim victimhood and  almost seems to have been written through the offices of CAIR or MPAC.    One section the sacrifices historical fact in favor of promoting a positive Muslim image reads:

Muslim organizations and individuals suddenly came under scrutiny. Several prominent and trusted American Muslim charities such as the Holy Land Foundation and the Global Relief Foundation were shut down by the American government, charged with having ties to terrorists. Muslim Student Associations on college campuses across the country came under secret surveillance by American police. Muslims continue to be singled out by federal security. The FBI continues to closely monitor Muslim communities at mosques.

There was nothing “sudden” about the Holy Land Foundation (HLF) and Global Relief Foundation.  HLF was being investigated by the FBI since 1994 concerning it’s ties to Hamas.   Global Relief  was being investigated over a year prior to 9/11.  From a January 6, 2000 FBI memo:

Although the majority of GRF funding goes toward legitimate relief operations, a significant percentage is diverted to fund extremist causes. Among the terrorist groups known to have links to GRF are the Algerian Armed Islamic Group, the Egyptian Islamic Jihad, Gama’at Al Islamyia, and the Kashmiri Harakat Al Jihad El Islam, as well as the Al Qaeda organization of Usama Bin Laden. . . . In the past, GRF support to terrorists and other transnational mujahideen fighters has taken the form of purchase and shipment of large quantities of sophisticated communications equipment, provision of humanitarian cover documentation to suspected terrorists and fund-raising for terrorist groups under the cover of humanitarian relief.

DOZENS of FBI agents are to be posted at UK ­airports amid fears that Britain’s anti-terrorism efforts are failing to keep track of jihadi fanatics.

Three US officers from a specialist FBI counter-terror unit are expected to land at Heathrow on Tuesday, with another 10 arriving within the week and dozens more over coming months.

They will monitor suspect passengers as well as ­investigate “terror hot-spots” across Britain in the wake of the beheading of American James Foley in Iraq. Last night, however, critics claimed their arrival was an admission that cuts to police and the UK Border Force had left Britain out of its depth and overwhelmed in the war on terror.

Officially, US officers who have been monitoring terrorist activity ever since the 9/11 attacks in 2001 will liaise with the Metropolitan Police’s secretive SO15 counter-terrorism command and MI5.

COMMENT/ANALYSIS:  We’re still waiting to see additional confirmation on this and note that the  “Express”  is considered tabloid and has run conspiracy articles in the past.  That aside, in theory, a multi-national task force approach should have a positive impact for both countries.U.S. anti-terror efforts have been extremely effective since the 9/11 attacks, however the U.K. environment and demographics are not even close in comparison.  It’s a safe bet that should this agreement be valid, it is a result of  U.S. official pressure from the murder of a U.S. journalist by a British citizen who joined ISIS/IS (Islamic State). Of course the big irony is requesting U.S. assistance while the U.S. has not been able to control its own southern border.

FBI Feared Boston Bombers ‘Received Training’ And Aid From Terror Group, Docs Say

Prosecutors seeking a death penalty conviction of accused Boston Marathon bomber Dzhokhar Tsarnaev on Wednesday said the FBI at the time of his arrest last year believed he and his brother Tamerlan had been trained by a terrorist group because of the sophistication of their weapons and tradecraft.

The Chechen immigrants are alleged to have built the two pressure cooker improvised explosive devices that detonated Monday, April 15, 2013 near the race’s finish line, killing three Bostonians and wounding more than 260 other marathon spectators.

“These relatively sophisticated devices would have been difficult for the Tsarnaevs to fabricate successfully without training or assistance from others,” the U.S. Justice Department said in a filing that opposed defense lawyers’ efforts to have Dzhokar Tsarnaev’s hospital bed confessions tossed out of the case.

Could the Boston Bombers Have Been Stopped?

Counterterrorism sources have said that investigators have been unable to find any hard evidence of any training or assistance.

But ABC News reported last month that many senior current and former counterterrorism officials — including former Boston Police Commissioner Ed Davis, Homeland Security Committee Chairman Michael McCaul and former Joint IED Defeat Organization director Army Lt. Gen. Michael Barbero — remain skeptical that the Tsarnaevs built their bombs solely from instructions they found posted online.

COMMENT/ANALYSIS:  One aspect to all this that tends to get glossed over is the Russian Federal Security Service (FSB) connection.   A 2014 House Homeland Security Committee report mentions that the FSB had contacted the FBI and CIA several times in  2011 with concerns the older Tsarnaev brother, Tamerlan, had become radicalized.  The Russians advised that Tamerlan had expressed a desire to travel to the Palestinian territories to participate in Jihad but decided not to go since he did not speak Arabic.  FSB had requested that they be notified if Tamerlan attempted to travel to Russia. 

In January 2012, unbeknown to the FBI,  Tamerlan did travel to Russia, spending time with family in Makhachkala, Dagestan – an area that borders Chechnya.  Several sources told congressional investigators that Tamerlan had met with an Islamist insurgent recruiter in Dagestan, U.S. Embassy investigators in Moscow state there is no evidence to support any meeting. 

Tamerlan’s family in Russia has reported ties to a group known as “Union of the Just” – a regional formation of  Hizb-ut-Tahrir (HuT), a Sunni Muslim organization that seeks a unitary Islamic state or caliphate.   Outlawed in Russia and several other countries, HuT operates in North America as Hizb-ut-Tahrir America (HAT).

In 2009, The Investigative Project on Terrorism reported:

Hizb ut-Tahrir has not been designated a terrorist group by the U.S. government and it insists it is only interested in instituting radical change by nonviolent means. But HT’s alumni include 9/ll mastermind Khalid Sheikh Mohammed, the late Iraqi terrorist leader Abu Musab Zarqawi and would-be Hamas suicide bombers, and the group’s pro-jihadist rhetoric has led critics to label it a “conveyor belt for terrorists.”

The Russians obviously knew of the Tsarnaev family’s radical ties prompting the FSB request. 

Tamerlan returned to the U.S. in July 2012 and on April 15,2013, he and his brother Dzhokhar exploded 2 pressure cooker bombs that killed 3 and injured over 260 people during the Boston Marathon.

FBI’s attempt to water down judicial order denied; 9/11 documents begin to flow to judge

A Fort Lauderdale federal judge Friday gave the FBI another week to produce tens of thousands of pages from its massive 9/11 investigation for his inspection, but forcefully denied government requests that he water down his own previous order requiring disclosure.

Hours after the order was filed, a government lawyer filed court papers saying the Justice Department had delivered “27 pages of classified material” to the court for the judge’s private, or “in camera,” inspection.

The legal developments are among a flurry of recent activity in the Freedom of Information case that was filed by BrowardBulldog.org in 2012. The suit seeks records from a once secret FBI investigation into apparent pre-9/11 terrorist activity in Sarasota.

“What’s important here is that the Justice Department was seeking wholesale reconsideration of the prior order and the judge instead issued a stern rejection of the idea that he undo what he had previously ordered,” said the Bulldog’s Miami attorney, Thomas Julin.

The investigation focused on a Saudi family with ties to the Royal family and apparent connections to some of the 9/11 hijackers and another terrorist figure who once lived in Broward. The investigation began after Abdulaziz al Hijji and his wife, Anoud, abruptly moved out of their upscale home in a gated community about two weeks before the terrorist attacks on New York and Washington, leaving behind cars, furniture, clothing and food in the kitchen.

COMMENT/ANALYSIS: This is a very interesting case centering around the al-Hijji family that lived in a Sarasota, Florida community- just south of Tampa.  In short, the original FOIA request resulted in a reply from the FBI that there really wasn’t any information of interest and what they did have, could not be released because of privacy concerns.   As the legal filings went back and forth, the FBI contradicted itself repeatedly – going from claiming nothing to suddenly having 27 boxes of documents – many claimed to be not releasable because of national security concerns. 

The FBI eventually did release around 30+ documents.  To add to the head-scratching, the FBI stated that there were no connections found between the Saudi family and the 9/11 terrorists – BUT – within the released documents are FBI investigative notes saying there is a connection.   There are also allegations  the FBI kept these Florida ties from a Congressional inquiry into 9/11 – apparently there was a similar situation in California.

Can only hope the conspiracy crowd doesn’t latch on too tightly and cloud the waters.   Of course there may be some that would welcome the diversion.

Conciliatory FBI policies toward Islamism hampered probe into Boston bombers, experts say

The Federal Bureau of Investigation’s failure to recognize political Islam as a driver of jihadist terrorism is partly to blame for the FBI not identifying one of the Boston Marathon bombers in 2011 as a security risk, according to U.S. officials and private counterterrorism analysts.

The FBI revealed last week that it was warned by a foreign government in 2011 that Tamerlan Tsarnaev, who was killed Friday, was tied to “radical Islam” but the FBI was unable to confirm the links.

“The fact is religion has been expunged from counterterrorism training,” said Sebastian Gorka, a counterterrorism specialist with the Foundation for Defense of Democracies. “The FBI can’t talk about Islam and they can’t talk about jihad.”

Added Patrick S. Poole, another counterterrorism specialist, about FBI policies on Islam: “I have zero doubt it affected their investigation of Tsarnaev.”

A U.S. official said FBI policies of playing down Islamic links to terrorism resulted in the FBI not identifying Tsarnaev, 26, or his brother, Dzhokar Tsarnaev, 19, who was charged with last week’s bombing, as Islamist terrorists.

Instead, the FBI is limiting its description of the two men as ethnic Chechens who became “radicalized” prior to the April 15 bombing of the Boston Marathon. Three people were killed and more than 200 injured in the attack using two homemade bombs placed in pressure cookers and remotely detonated.

COMMENT/ANALYSIS:  This type of report is disturbing but not new.  Post 9/11 reorganization of federal law enforcement has included elements of “sensitivity training” that has had a substantial negative impact on anti-terror capabilities.  One of our sources, a former lead FBI counter-terror investigator, described the Bureau’s counter-terror section as being “gutted” with practically all experienced personnel being moved to other assignments or forced out.

Question: How has this happened?  

Answer: From a very dangerous policy of appointing Islamic “experts” and community leaders to advisory positions.  

As noted in our Apr 22 Boston Bombing report,   Islamic special interest groups have gained considerable influence in determining how U.S. agencies handle matters involving Muslims.  As a result, training  and operational policies have been modified to be culturally sensitive and politically correct.  In many cases this outright appeasement has taken priority over common sense and investigative logic.

The most disturbing aspect is that many of the Islamic groups and/or their representatives have been linked to terrorist organizations.  CAIR. maintained considerable influence over FBI investigations involving Muslims.  Ties were reported to be “severed” in 2008/2009 when it became embarrassingly clear that being in bed with a group tied to Hamas was probably not in their best interests.  

Despite this official claim, it appears that some local field offices have maintained ties.  The impact CAIR made on agency operations is still felt.

The attempts by Islamic groups to influence policies and investigations are not limited to just the federal level.  State and local police agencies have found themselves targeted in campaigns to make them more culturally aware to the sensitivities of Muslims in their respective communities.

Example – FLORIDA: In 2012, CAIR Florida attempted to have the Florida Department of Law Enforcement (FDLE)  block training provided by CTOC to agencies throughout the state, citing that it was teaching anti-Muslim bigotry“.  In reality, the CTOC seminars were providing police officers and investigators practical tools and intelligence to help recognize and deal with Islamic jihadist threats at the street level.  In a prudent move,  FDLE rejected CAIR’s position.

The situation in other states is not as clear.  CAIR, and affiliated Islamic groups, continue to work on agendas that would place them in advisory roles to influence law enforcement agencies.  To accomplish this, they push for the removal of all Muslim related training, except for the programs they endorse.  This year, CAIR-MN put substantial pressure on local agencies to drop training they found offensive.  Last year, CAIR-LA provided a law enforcement training conference that implied endorsement by Homeland Security.

There is substantial evidence and documentation linking CAIR and other Muslim Brotherhood affiliated groups to terror organizations.  It doesn’t take much imagination to understand that their efforts to influence law enforcement agency polices and procedures simply clouds investigative effectiveness and presents an unacceptable operational security threat.
